BS 7974
Application of Fire Safety Engineering Principles to the Design of Buildings

What is BS 7974?
BS 7974:2019 – Application of fire safety engineering principles to the design of buildings – Code of practice provides a structured framework for applying fire safety engineering to both new and existing buildings.
The standard supports a performance-based approach, using scientific principles, engineering analysis and assessment rather than relying solely on traditional prescriptive methods. This can be particularly useful for buildings with complex designs or where alternative solutions to standard guidance are being considered.
It brings together different aspects of fire safety engineering, allowing the building, its occupants and fire protection measures to be assessed as part of an overall fire safety strategy.
What does BS 7974 cover?
BS 7974 provides the overall framework for fire safety engineering, supported by a series of PD 7974 documents that focus on different aspects of fire behaviour and building performance.
The series covers areas such as fire development, smoke and toxic gas movement, structural performance, fire detection and protection systems, fire and rescue service intervention, evacuation and human behaviour, risk assessment, property protection and business continuity.
Together, these areas provide a structured basis for assessing how a building is expected to perform in a fire and for developing a coordinated fire engineering strategy.
The PD 7974 Series
BS 7974 is supported by a series of PD 7974 Published Documents, which provide more detailed guidance on specific areas of fire safety engineering. Together, they support the detailed analysis and assessment needed to develop a performance-based fire safety design.

PD 7974-1 – Fire Development
Examines how a fire starts and develops within the enclosure of origin, including the growth and characteristics of the fire.
PD 7974-2 – Smoke and Toxic Gases
Focuses on the generation, movement and spread of smoke and toxic gases, both within the area where the fire starts and into surrounding spaces.
PD 7974-3 – Structural Response and Fire Spread
Considers how building structures and separating elements respond to fire, together with the potential for fire to spread beyond the original fire enclosure.
PD 7974-4 – Fire Detection and Protection Systems
Looks at fire detection and the activation of fire protection systems, considering how these systems can influence the development and consequences of a fire.
PD 7974-5 – Fire and Rescue Service Intervention
Considers the role and response of the fire and rescue service, including how firefighting intervention can influence the development and outcome of a fire.
PD 7974-6 – Evacuation and Human Factors
Focuses on occupant behaviour, evacuation and human factors, helping assess how people may respond during a fire and how their behaviour can affect life safety.
PD 7974-7 – Probabilistic Risk Assessment
Provides guidance on probabilistic fire risk assessment, including the analysis of potential fire scenarios, probabilities and consequences.
Why is BS 7974 Important?
Not every building can be adequately addressed through a purely prescriptive approach. Complex layouts, innovative designs and non-standard features may require a more detailed assessment of how a building is likely to respond in a fire.
BS 7974 provides a structured framework for applying scientific principles, engineering methods and technical analysis to these situations. It enables different fire safety measures to be assessed together and supports the development of alternative solutions where a conventional approach may not be suitable.
For architects, developers, engineers, contractors and building owners, fire engineering based on BS 7974 can provide a systematic way of addressing complex design challenges while supporting the required fire safety objectives.
